You will likely have just completed Opening Strike and are standing in front of Jinzo at point A on the map. If not, you can find Jinzo by map traveling to Shing Jea Monastery and following the path to point A. After speaking with Jinzo and accepting the quest, take the path to the west of Jinzo and follow it north and then west through through the courtyard. Just past the courtyard you will encounter a group of 2-3 Crimson Skull. You'll see another 2 groups of 2-3 Crimson Skull further down the path. Take care of them and continue through the mountains following the path on the map until you reach Panaku in Kinya Province.

Panaku is ready to continue your training. He has much to teach you, but you must take his words with a grain of salt. Headmaster Lee often says we are two sides of the same blade. Panaku has a certain...passion...for his work that is foreign to me, and I worry about his effect on young minds. However, it is important that your training be balanced, so off you go. Seek him out in Kinya Province.
Accept: "I will seek out Panaku."
Decline: "I must prepare, first."
Ask: "I understand your reticence, but you must continue your training. You will find Panaku in Kinya Province."
