Imperial Guardsman Tingjo can be found close to Maatu Keep in Shenzun Tunnels. After talking to him, several groups of Afflicted will appear and attack. It is a good idea to clear out the afflicted above you first as the guards will attack them after you talk to Tingjo.

"I am sorry to bother you, but...please...I could really use some help. I lost my wife to the plague, and the ministry burned down our house during the quarantine. Now, my children and I have nowhere to go. The guards will not let us in to the refugee camp without a shelter pass, but unfortunately, in the mad rush to leave our home, I forgot our pass. When I returned to get it, the house was already engulfed in flames. Please...can you help me procure a shelter pass for me and my children? I was told that Guardsman Pongtu [sic] here in Xaquang Skyway might have a few left to hand out."
Yes Accept: "For the children!"
No Decline: "I don't have time to help you right now."
Ask Ask: "Were you able to get a shelter pass from Guardsman Pongtu? [sic] My children are tired of sleeping alongside bums and vagrants."

"If you are looking for a shelter pass, I cannot help you. My orders are to let no one through without one. If you are in dire straights, I suggest you look for Imperial Guardsman Tingjo. He is currently combing the sewers for survivors, giving out passes to those in need."

Imperial Guardsman Tingjo

"Your friend is in luck. I have been authorized to hand out passes to those needing shelter. Have your friend give this pass to the camp guards, and he and his family will be allowed inside."
