This quest is quite easy, all it requires is that you take the route from Officer Chitaro near the stairs leading to the upper path to the Undercity and follow this through a passage to end up near the few Mantid mods in Kaineng.

Officer Chitaro
- "Guardsman Pah has not completed the proper scrollwork at the Ministry of Flame. Please ask him to refrain from making requests of me without going through the proper channels."
Accept: "I'll tell him."
Decline: "I am not your messenger."
Ask: "Please deliver my message to Guardsman Pah before he sends someone else to pester me."
