- Find the refugees in Shenzun Tunnels.
- See Emperor's Hand for your reward.

The hardest part of this quest is finding Imperial Guardsman Yang to get it. While he's not far from the entrance to Zin Ku Corridor, he's on a different level which requires going to the northern end of the zone, climbing up, then heading back south, with several large groups of Jade Brotherhood along the way. See the map on Imperial Guardsman Yang's page.
Once you have the quest, simply warp to Tahnnakai Temple (outpost) and walk as if going to Xaquang Skyway. The first Refugee is by the Putrid Cyst collector, the second by the Ancient Kappa Shell collector, and the third about halfway between. Once you've spoken to all three, go to Raisu Pavilion to claim your reward.

- "Many Canthans are being displaced from the city and forced down into the Shenzun Tunnels because they have nowhere else to go. By the emperor's orders, we have completed work on a public shelter. Find those in need of a home and bring word that they now have someplace to go. I am sure the Emperor's Hand will reward you well."

Ask: "Please tell the refugees in the Shenzun Tunnels that there is shelter for them in the city."
