The Gate of Anguish is staging area where the remnant forces of Abaddon retreated to after Abaddon's defeat at the hands of the Order of the Sunspears.

This outpost can only be reached after completion of the Nightfall campaign (that is, the Abaddon's Gate mission).

Go to the Chantry of Secrets and talk to the Guardian of Whispers to enter the small gated area. In there, Kneel before the statue of the Goddess of Truth and talk to the Seer of Truth that appears.

All henchmen must be removed from the party before the Seer of Truth will transport you.
