The Dragon Mask could be obtained from Emperor Kisu in Shing Jea Monastery in exchange for 250 Jade Wind Orbs on the final day of the Dragon Festival 2006. He appeared every 2 hours. After the festival for a short while you could trade the requisite orbs for this headgear at the Imperial Supply Master Kagno.

Dye
Dye affects the default yellow sections of the hat. The Dragon's "mane" is unaffected. The default color can be closely replicated using yellow dye.
